OpenAI and Microsoft Combat State-Affiliated Malicious Actors

In collaboration with Microsoft, OpenAI has successfully disrupted the activities of five state-affiliated malicious actors, safeguarding our platform against potential misuse and ensuring the safety and security of our users. Through diligent monitoring, collaboration with industry partners, iterative safety measures, and transparent communication, we continue to stay ahead of evolving threats in the digital landscape.

The threat actors, identified as Charcoal Typhoon, Salmon Typhoon, Crimson Sandstorm, Emerald Sleet, and Forest Blizzard, were utilizing OpenAI services for various malicious activities, including researching companies and cybersecurity tools, translating technical papers, generating content for phishing campaigns, and conducting open-source research into defense and communication technologies. However, through concerted efforts, their accounts have been terminated, and their activities disrupted.

Our approach to combating malicious state-affiliated actors encompasses multiple strategies:

  1. Monitoring and Disruption: We invest in cutting-edge technology and dedicated teams to identify and disrupt sophisticated threat actors’ activities on our platform. Upon detection, appropriate actions are taken, including disabling accounts, terminating services, or limiting access to resources.
  2. Collaboration within the AI Ecosystem: OpenAI collaborates with industry partners and stakeholders to exchange information about detected misuse of AI by malicious actors. This collaboration fosters collective responses to ecosystem-wide risks and promotes the safe and transparent development and use of AI technology.
  3. Iterative Safety Measures: Learning from real-world misuse is integral to enhancing the safety of AI systems over time. Insights gained from malicious actors’ abuse inform our iterative approach to safety, enabling us to continuously evolve safeguards against potential threats.
  4. Public Transparency: We believe in transparent communication with the public and stakeholders regarding the nature and extent of malicious actors’ activities detected within our systems. By sharing information and fostering awareness, we strengthen collective defense against evolving adversaries.

While the vast majority of users benefit from our systems in various aspects of their lives, a few malicious actors require sustained attention. Although we cannot prevent every instance of misuse, our commitment to innovation, investigation, collaboration, and transparency makes it increasingly difficult for malicious actors to evade detection and ensures a safer experience for all users.

Stay informed and engaged as we continue our mission to promote responsible AI use and safeguard our digital ecosystem against emerging threats.
